Over 40 Indians Tricked by Fake Luxembourg Business Visas: What Students and Travelers Must Know to Stay Safe
A recent visa scam targeting Indian nationals has raised serious concerns for students and professionals planning short-term travel to Europe. More than 40 individuals were reportedly duped into buying fake Luxembourg business visas, costing them between ₹8 to ₹12 lakh each. The Gujarat Anti-Terrorist Squad (ATS) has arrested four suspects involved in the fraudulent operation, including one from Mumbai and three from Gujarat.
Understanding the Luxembourg Business Visa and Its Legitimate Purpose
The Luxembourg business visa is a Schengen short-stay visa (Type C) that allows non-EU nationals, including Indian citizens, to visit Luxembourg for up to 90 days within a 180-day period. It is intended for business-related activities such as attending meetings, conferences, or providing services within a company group.
Key requirements for a legitimate Luxembourg business visa include:
- A completed visa application form
- Two recent passport-size photographs (ICAO compliant)
- A valid passport with at least three months’ validity beyond the intended departure date
- Confirmed flight reservations
- Proof of accommodation (hotel booking or host invitation)
- Evidence of financial means (bank statements or sponsorship)
- Travel medical insurance covering at least €30,000 across the Schengen zone
- A formal business invitation letter detailing the purpose and itinerary
Applications must be submitted in person at VFS Global centers across India. Processing typically takes 10–15 working days, and biometric data may be required.
How the Luxembourg Visa Scam Was Carried Out?
According to the ATS, the accused individuals promised valid Luxembourg visas to applicants who had previously been rejected due to fake job offer documents. After failing to secure legitimate visas, these individuals turned to the scammers, who claimed they could “get approvals” through backdoor channels.
The gang allegedly collected ₹38.5 lakh from just four victims and issued counterfeit visas for stays of two to three months. The Luxembourg Embassy in New Delhi later confirmed that the visas were fake. Investigators found that nearly 40 more people had received similar fraudulent documents.
What the Luxembourg Embassy Says About Fake Visa Agents?
The Embassy of Luxembourg has issued a clear warning: it does not issue e-visas and does not work with any agents for visa processing. All applications must go through VFS Global, the official external service provider. The embassy also cautions against fraudulent websites and individuals claiming to offer guaranteed visa approvals.
Legal Consequences of Engaging with Unregistered Visa Agents
Under Indian law, only agents registered with the Ministry of External Affairs (MEA) under the Emigration Act, 1983, are authorized to provide overseas placement services. Engaging with unregistered agents can lead to criminal charges under the Bharatiya Nyaya Sanhita, 2023, including cheating and human trafficking-related offenses.
How to Verify a Legitimate Visa Agent in India
To avoid falling victim to visa fraud, always verify recruiters and agents on the MEA’s official eMigrate portal:
- Visit www.emigrate.gov.in
- Click on the “Recruiting Agents” tab
- Select “List of Active RA” to view registered agents
Why This Matters for Students Planning to Study or Intern in Europe?
While this scam targeted business travelers, students, and interns are equally vulnerable to visa fraud. With rising interest in European education and short-term exchange programs, it’s essential to understand the correct visa pathways and avoid shortcuts that promise guaranteed approvals.
